My daughter is receiving a scholarhip from a local church. It is a memorial scholarship so there is a family name, but it is given through the church and they have a committee who reads the essay submissions and letters of recommendation. We want to send a thank you notes to the family and the church, but my MIL says we should only send one to the family. What would you do?

I would send one to both the church as a collective (not just the pastor or committee) and the family whom it memorializes.
Send it to the family and "CC" the church.
If you don't know the family info then send it to the church and I'm sure they will forward your letter to the appropriate family members.
I'm not sure why you wouldn't thank both when both are involved--send thank-yous to both.
