She might be exploring - it is the right age for it. I would make sure her parents and the cousin understand that this upsets you and your son (I'm assuming it did upset him), and it is not acceptable behavior. I would also not let them be alone again, or even play at the cousin's house without you there, unless you can trust her parents to not leave them alone either.
YES! I work for a social work type f service and that child needs some type of service ; whether therapy or some other type of service. She has issues she needs to address. It's possible she herself has been expired to.some type if inappropriate behavior by other children if adults. This young lady could possible be in some type of danger.
Yes, someone has to be doing this to her. This just does not happen out of no where.
