Saline nasal spray/drops. Upper Respiratory Infections(URI) are mostly viral in cats, supportive therapy is what helps the most. If the infection is from the Herpes virus then a daily supplement of L-Lysine will help prevent another infection.
my cat was given antibiotics through a shot about two weeks ago,but still has some congestion. is there anything you can do for cats to help ease it?

i give my kitties lysine as like a daily supplement to prevent runny water eyes and nose. have you tried putting her in the bathroom shutting the door and letting steam from the shower help her?? GL with your kitty!
This is going to sound odd but have you changed or cleaned the filter to your ac/heater in your house. If it is the type you clean then make sure you clean it thoroughly. If it is the type you change you look into the higher end ones that offer the best allergen protection.
I will explain why I mention this. I have one cat who has allergies but they are similar to people's in that it is stuff in the air and he has a stuffy nose in the fall and spring. With him if our filters need changed or cleaned I know when he starts sneezing. A few hours after I clean/change filters he stops sneezing.
I even have to check at my vet's office if they have changed the filter recently because if I don't they will be calling me telling me he is sick. I have to remind them it is his allergies. LOL
If it's an upper respiratory infection, it's often caused by a virus, so unless there is bacterial infection, the antibiotic won't really do much. You can try the infant saline nose drops and having the cat spend some time in the bathroom with the hot shower on to see if the steam helps. I also second the suggestion of L-lysine - you can find it over-the-counter and I think the daily dose is 250 mg per day.
Is it nasal or chest? Nasal congestion could be an upper respiratory and chest could be a serious as pneumonia, which could be deadly. My recommendation is take her back to the vet and get her diagnosed and treated.
