If you are looking for somewhere very affordable, I recommend any of the local Beauty Schools. They are required to be clean, and follow strict guidelines, they are just learning a lot of the time though. I would try College of Hair Design first, only because I know the owner and know he is a stickler. It is at 103rd and Mastin in Overland Park. I went to one of his schools he no longer owns. I went to the school on Santa Fe and Ridgeview in Olathe it is still there and I have had my haircut and eyebrows waxed there and they did a fine job, I think it is called Xenon now. I also as a cosmetologist have to say please remember to tip even if it is at the school because they pay to go there, and hairstylists live off tips. Good luck finding somewhere!

I second the vote for College of Hair Design off 103rd & Mastin. They take a little longer than some places, but they're much, much cheaper, and I've always been pleased with the service. I used to use JCCC's cosmetology program, but they quit offering pedicures, so I had to find some place else! I haven't been to CHD for a year or so, but have gone many, many times over the past 15 years and really like them. Good luck!
