it doesn't have to be a religious thing. ask the mom for advice, otherwise a necklace, a ring, a bracelet, a gift card etc
If she likes bracelets or earrings, how about that? Something that she will have a long time. Money is nice too - perhaps with a pretty set of rosary beads.
I was just walking by the Family Christian Bookstore...they have tons of gifts. I'm sure you can find something nice and reasonably priced there.
We've given money... It's been my experience, including that of my son's first communion that the kids seem to get a lot of religious gifts, photo albums, crosses, rosaries, etc.. At my son's 1/2 the people gave money.. My son was ok by it... in fact, he's now 11 and is still saving all the money..
An illustrated children's Bible, perhaps with her name engraved on it.

How old is she? Age of 1st Communion varies by religion. An engraved, personalized photo frame. Money. My parents gave my boys watches for their 1st Communions. I know watches aren't real common these days, but they liked them.
How old is your niece? If you have a Christian (or Catholic) bookstore nearby (or a regular bookstore) get her a gift card and let her choose something she would like to have.
Or, your could take her yourself, have her choose something special, and you pay for it. That way, you can create a nice memory!

If not, then get her any kind of gift like you would for a birthday, especially since she already has a necklace and a cross for her wall. My son got a new baseball glove.
