How about a camisole? Plus, that makes her feel feminine. It can be one of those with spagetti straps or the like.

My 8 year old is starting to develop just a little but you can see them when she wears t-shirts. It isn't enough for a training bra yet, but what do you use instead? I tried a t-shirt but she says she gets too hot. Is there anything in between or am I stuck getting a training bra for an 8 year old?
Thanks for all the suggestions, I think I will look for the sports bras at targets. I tried the Hanes undershirts but that is what she said made her too hot. She runs on the hot side, I do too, so she gets it from me.
She is not a girly girl at all and would probably never wear a cami, but I am going to take her with me and she can get what she wants. I have been talking to her for about a year about changes that she will begin to go through, just so she is not scared at all, and so far so good.

Target has these sports bra got together with a training bra things. They look like someone cut the bottom off a camisole.
Justice sells cami (tank) tops that my 9 year old wears every single day. They are perfect. She is also the type of kid who cannot stand to be too hot, and she loves these. Also, go for T shirts in darker colors, or tops with patterns, layers, ruffles, etc. A lot of tops naturally give more modesty.
Small undershirts or tanktops. Hanes makes nice ones.
Get her the training bra, they have simple ones that are more sports bra like, it doesn't have to be the fancy bra looking ones. Or you can do a cropped layering tank top instead of a shirt, one with a shelf liner.
I second Jo W.'s suggestion. My granddaughter gets easily too warm and she wears the tops from Target. They look just like a camisole only they're cut off at the rib area.
Tank tops! Some even have the 'shelf bra' ie they are lined in the breast area and have elastic for support.
I have to wear tank tops under a lot of my tops b/c they are cut too low (one of the reasons I want to learn to make my own clothes!)
I too use the cami tank tops which are nice, sometimes when they are tight fitting I still get warm. Sometimes I also like to wear those muscles tank tops (some ppl call them "wife beaters") under my tops. They are very thin and almost like nothing.
Good luck!
Cami tanks.
I don't have a very large chest, but I still wear them over my bras. Especially in winter.
They're quite comfortable.
Look for little "sports bra" style things. I love them.
My 9 yr old daughter wears the camisole style undershirts by Hanes. They are lightweight and she doesn't complain that she's too hot. In the summer, she wears tank tops with the built-in liners. This summer, she may need to wear the actual training bra. We'll see.
My daughter wears sports bras which work great!
I wore little, cute, cami undershirts until 7th grade. Then (because I wanted something more bra like for the scoliosis test at school because you had to take off your shirt in front of other girls) I got the little half-indershirts... like a tank top, no support, but with a little elastic underwear band at the ribs.
Check the girls undies section at Target. Shouldn't be to hard to find.

We use to wear under shirts.
Sports bra.
It is also time to make sure your communication is wide open as well and help her feel good about her changes, not feel self conscious.
how about a camisole?
Sports bra.
that is what a lot of my daughter's classmates use.
I see them wearing it.
its scary how early these kids are developing from all the hormones in our food. wish i could afford to be organic :( this just seems nuts to me that 8 year olds are wearing bras (4 girls in my daughters class do too) so dont worry you arnt alone time for a bra
My 7 year old have the same problem. In the girls training bra section there is really tiny bra's, sports bra's with thick and skinny straps.
My girls just wore sports bras. The loved them!
We buy the "self bras" that are in the tank tops. One of mine likes the one's from Kohl's the other prefers the one's from Justice. They were they everyday. So once they find the brand they like, stock up! She was almost 12 until she would wear the bra, she knows how miserable they are, so we bought loose clothes for the summer or she was just a little warmer.
