how about get some spare blankets and make a tent in the living room? We do that occasionally on rainy days and put in a movie, it's like a little adventure. Something fun and out of the ordinary but costs nothing.

Well we since last night, have been having real stormy weather... thunder, lightning, mega rain, flash flood warnings.

My son was at Preschool. My daughter is home since school ended already for her.
We... played in the rain. Made brownies, painted, made up a fishing game with string and a magnet and them trying to fish everything in the house, did some chores, etc.
Did errands too.

Go to the library or the bookstore. There is a kiddie section with toys and books he can roam.

Once when my son was bored, my husband and I took him to Toys R us and got him a train set. He actually only played with it for 30 minutes or so though. Some games can keep kids entertained a bit longer. Is your toddler old enough for the magnetic fishing game or Hungry Hungry Hippo? My son has these at his grandma's house and he loves them.
My son is almost 3 now and he loves the puzzles in his coloring book. He can connect the dots and he likes watching me do them or helping me. I'll ask him "which one doesn't match" and things like that.
He also loves puzzles in general, taking all the stickers off a sheet and putting them on paper, playing with balloons (mostly just popping them), playing with a 1 hole punch, putting tupperware bowls on his head and saying he's an alien, feeding our fish, going to the pet shop, taking things apart, jumping off the couch, "helping" me bake haha. It's funny what they're fascinated with at this age.
Good luck. Love the library idea too! Have a great day.
