I've tried to do this on my own from personal references and for whatever reason I am not having any luck - They have all promised proposals, etc. and everyone has flaked. Jimmy Perkins (http://www.perkinssoftware.net/). I worked with him for several years at a large company and he is very good. I don't really know anything about how he conducts his personal software development company, but I know that he is a good, solid, web developer and if he would ever come back to a big company I would hire him in a second.
You can also try the places in the mall. I know there is one in Vista Ridge. They seem to turn stuff around quickly and their rates are fairly standard for the industry.
