Jimmy Perkins (http://www.perkinssoftware.net/). I worked with him for several years at a large company and he is very good. I don't really know anything about how he conducts his personal software development company, but I know that he is a good, solid, web developer and if he would ever come back to a big company I would hire him in a second.
You can also try the places in the mall. I know there is one in Vista Ridge. They seem to turn stuff around quickly and their rates are fairly standard for the industry.
