Blue Harbor Resort in Wisconsin is pretty close and very nice. It has a beach and indoor water park with a play area for younger kids. Wisconsin Dells is also fun... the Wilderness resort has great indoor and outdoor waterparks with nice features for little ones. Or, St. Louis has a great zoo and awesome children's museum (called Magic house). Have fun!
Indianapolis has an amazing children's museum as does Madison, Wisconsin. Downtown Indy is very walkable and has lots of fun activities. As does Madison. Of course there's the standard Wis Dells trips. Which are fun, don't get me wrong. But very crowded and very expensive this time of year.
If you like camping - Merrymacs Campground, WI near Baraboo... Very fun place with an awesome swimming pond and inflatable slides and other toys in water, with other activities in the area - Circus World museum, train museum, little zoo, free fairy going accross the river etc.
Rent a house on a lake - that's what we have done for the last 3 years old - my daughter is 4 years old now.
