my husband got pull over and the police give him a traffic citation not a ticket ...why? what is a citation?

Yes, citation is just a fancy name for a ticket. He still has to pay it accordingly or he will have to go to court.

if its a moving violation, have him take defensive driving so your insurance doesnt go up for 3 years.

It is a "ticket" and there should be some sort of fine notated or a date for a court appearance if it is required.
In some cases a citation can be just a warning but that normally stipulates "warning".
