Domestic relations in pa has a parent locator service. Are they not helping her? They can't release his information to her if its listed confidential but they can serve him with a hearing date.
I have a sister in Pennsylvania who needs help finding her children's father's current address. He's a "doctor" (I'm beginning to think he's just a Physicians' Assistant, though- can't find records of him being a full-fledged doctor) and WAS a Navy Seal- he should know better than to act like this. He doesn't have his own practice and the laws in PA hide his employment. He's apparently dodging child support, the kids' medical bills, and Pennsylvania laws require her to serve him (address needed) before they'll help her file. I told her that I'd ask a group of super smart and savvy moms (mamapedia!). Here is what she's tried:
Googling his name, his nicknames, aliases, etc.
Asking his friends & family.
Looking for info on social media (he's got everything locked down apparently)
Calling the DA, the local Sheriff, the Sheriff in the county she thinks he's currently living in, etc. (they are bound to legally protect his privacy)
AND she's been working with a women's group (free legal defense & shelter, etc.) and even *they* have been unable to find this guy.
Any ideas, ladies?

Contact the Dept. Of the Navy. They WILL find him and enforce court orders.
Since he seems to be in the NAVY, she needs to contact someone at the nearest naval base and ask for help in contacting him. Perhaps someone in charge of family services. Some NAVY folks might be able to give you the exact title or department to contact. I believe if she has a court order for child support, the NAVY will also dock his pay to make sure that it is paid. IF he's a Navy SEAL?? You call the US Navy, she should have his SSN and give it to the JAG office. The US Navy - heck ANY of our military services do NOT take kindly to non-payment of ANY debt... especially child support.

What else can she do? She can contact the VA if he is prior service... and no longer active duty. If he's a PA, you should be able to contact the PA Guide..

PA allows service by publication. Look into that.
If he's a practicing doctor, can't she just serve him at his place of employment? How would he hide his name and still have patients?
You said he was a Navy Seal. Why can't she contact the Navy?

I would call the medical licensing office in EVERY state until I found him. Also, she could hire a private investigator to find him. If he carries a professional license, he is registered SOMEWHERE!
I believe the District Attorney's Office should have a family support unit that should help her. It's hard to believe that the State would require her to serve him personally when she doesn't know where he is. They can certainly find him - they have access to all those "confidential" records.
I don't think someone is working on this very hard because what you've tried to do so far isn't much.

She does not have to have his address. She just has to have someone serve him. Has she talked with a professional process server about having this done? Find one that will track him down. They have access to information the ordinary person doesn't. Same with a private investigator.
