No. It does not extend pat NYC area. You can get Amtrak trains to other cities from Penn Station (in Manhattan) and the NYC subway does go to Penn Station.

NYC subway system is only for Manhattan, Bronx, Queens, & Brooklyn. To get to Long Island, you need to hop another train line.
There are buses that go to both cities.
You can "cheat" and skip Amtrak (which is far more expensive) and use other train lines to go to other cities, I think. Or at least get as close as possible and THEN hop on a bus.
I've taken my kids to Philadelphia from NYC on the local train (Penn Station: NJ Transit to Trenton, NJ, switch at Trenton to the SEPTA line that goes to Philly).

Not the last time I checked. A train out of grand Central Station would go to Boston and Penn Station will go Washington DC. Otherwise there is the airport..

PS As another poster mentioned there is the bus but that would take several days one way where a train might take a day depending on the time of departure.
Bus is cheaper than the train but takes a little longer. Google "Chinatown bus". They don't all leave from Chinatown! I took the bus from NYC to DC for $25 one way. Megabus has some fares as low as $2 if you book far enough in advance but those seats are pretty limited. There are buses departing NYC for DC and Boston all times of the day & night.
ETA: The bus I took from NYC to DC was about a 5 hr trip one way, and that included a 30 min break half way. Certainly not "several days"! That would be more like NYC to Los Angeles!
Amtrack goes from DC up to Boston.
