some bakeries in your area. If you cant find anyone to make them due to licensing issues, then you can always gets cute little sesame character cupcake picks, and just have coordinating colorful cupcakes made.

Do you belong to Sam's Club? They have really yummy, very affordable cupcakes and they will decorate with a pick that's a ring--maybe they have Sesame Street. You could check.
Most grocery store chains can make them. My mom has been a cake decorator/florist for Kroger for 25 years and they can do just about any character. If nothing else, you could have color matching cupcakes made and order the plastic things to go on top on oriental trading or ebay.
BJs does a sesame street cake on the corner of hillsboro and 441. Have you checked publix?
