Wow that really stinks. They must have at least received your papers because they told you that your husbands income is above the level required for your daughter to go there. It's their responsibility to try and locate the documents. I would try and contact the three credit bureau's
and let them know to be on the alert for any type of action going on in your credit reports. I know there is a freeze you can put on the credit reports for several months. The credit report company has to contact you before issuing any type of credit via charge cards, loans, etc because use of the social security number is needed. There is no charge for this and I think you have to update it every few months. I think you also need to place a complaint at the headstart program and make them aware of your concerns. If you feel that there is some fraud going on, I would think about contacting the police. I hope this has helped a little.
