Where is the best place(s) to buy craft supplies at a affordable price? I'm looking for the childrens kit type stuff...foarm kits, scratch art, etc.

http://www.orientaltrading.com is a great place for kids crafts, also if you have a Hobby Lobby near you they are a great place to get things.
Walmart and dollar stores.

also, Michaels typically has coupons in the newspaper every sunday for 40% off any one item (I think you can even find the coupons on their web page if you view their weekly advertisement online). And if you sign up for JoAnn's mailers, they come with at least one 40% off any one item coupon and sometimes will have an additional coupons for specific types of items (frames, floral, etc) and additional 10% off entire purchase.

micheals has a dollar section also some thrift shops are great for things like that. I went to a thrift shop just yesterday and i got glue on jewels for a t shirt.. and the jewels cost me 50 cents for a lot.

Dollar Stores are great, but I was just at a Big Lots today and they had some great prices on crafts.
