Oriental Trading. They have decorations in bulk. I haven't purchased from them, but thought about it becuase they have a chest with 50 or 100 pieces (party favors) for an inexpensive price. My husband made a pinata and painted it like a pumkin for last years' party... and will do the same again this year. The only cost was the candy.

Just an FYI we had a Halloween B-day for my daughter last year. We bought inexpensive(small) pumpkins and made a scarecrow. the kids went through it like a pumpkin patch. Then we went to some of the free sites for halloween ideas(type free halloween coloring or decor in your search engine) and printed coloring pages, bought cheap crayons, and let them color. We put Halloween stickers on the bottom of a couple of plates and gave party city inexpensive little prizes. The kids played pin the nose on the witch. they had a blast. Good luck and have fun. look at you local dollar tree. (i work there ) we just got in a bunch of cheap, but pretty cool halloween decorations
Even cheaper, make bats and rats and spiders from black construction paper. Google the Martha Steward website. These have been the most effective decoration we have ever done.
