I wrote and published a book www.infinipede.com in 2003. I self-published. In the children's book world that is a hard path unless your book has a really great niche market. The children's book industry is very unfriendly to self-published authors. Plus you have to be super-motivated for marketing. One woman who has done super well is Laura Duksta, who wrote I Love You More. Look her up. There's lots of books at the bookstores like Barnes and Noble and Borders in a section on publishing. All kinds of how-to materials. Also there's a self-publishing guide if you go that route. I forget the author but its from Parapublishing. Look in your area for writer's clubs and such. If your target audience is children look up SCBWI. Good luck.

what about finding local writers in the area and see how they got started? or contact a publishing house?

My sister published a book with lulu.com. She even got it linked on amazon.com. The hardest part is marketing....... She sent a copy to Ellen and Oprah, but never got any press.... it's kind of like a lottery with that........
