Target Timeout Questions

Hi! I have a 23 month old son and a 3 1/2 year old son. We do timeouts at home (for the older son) and they work great, but today while shopping at Target, my older son was acting up. I warned him a few times but he kept on. So I tried to give him a time out at Target but it didn't work. i've been trying to teach my 3 almost 4 year old her ABC's and her 123's she can say them after i do but if i ask her to pick out a letter or number or tell me what letter or number it is she can i've been working with her for a long time and she doesn't seem to be getting it does anyone have any tip that might help i'm afread if she does get it soon she's going to behind in school.
