I wish I could tell you yes! But call around and ask to speak with the owner - I hope that when you call you'll get a sympathetic owner and not a snarky teenager.
Also consider a church in your area - they may be willing to rent out their fellowship hall or gym at a very low cost as part of their outreach to their community.
Not sure what you have in mind re: a party. But if you want another suggestion: I know that a local family shelter (for abused women and their children) got a lot of local businesses to sponsor a day of combined spa stuff for the moms and fun for the kids. The families were transported to a church hall where there were nail salon employees, hairdressers, etc. to work on the moms and Girl Scouts and Boy Scouts to play games with the kids. Businesses also donated toys and games the kids could keep; clothes for both moms and kids; and lots of food. The point was that these were families suddenly cut off from income, in many cases, and fleeing abusive situations, so these moms often came to the shelters with only the clothes on their backs and nothing for their kids. The kids pretty much had to go from school right to the shelter (to avoid being accosted by potentially dangerous boyfriends/husbands of their moms etc.) so they seldom got out at all.
You could possibly arrange something similar for the homeless, perhaps with good quality clothing donations (new or gently used), food both to eat there and to take with you, services like haircuts, toiletries nicely packaged (not just to look good but for transporting things too, once they leave the event), and games and toys and maybe a movie for homeless kids to stay busy and have fun while the parents "shop" the donated goods.
Just a thought. It would take a lot more organizing than a party package but might provide a lot of items that the homeless people could use after the fact as well. Many businesses jump at the chance to do community service and provide free services and goods for things like this. If you do it I would connect with a specific shelter or a couple of shelters rather than just throwing open the doors; have the shelters identity folks to come and get them there.
I am not sure you could get discounts. however if your doing something thru your church or non profit organization then it would be tax excempt. all you need to do is get the tax excempt letter from your local parish office. we never pay taxes for items. also if your going somewhere like party city they have coupons all the time you can get in the email. i just got one for 25% off my whole purchase. just join them online.
