I'm in search of some fun, but easy craft and game ideas for my daughter's first grade class winter party. We have to stay with the winter theme - not Christmas or anything related. Also we have a budget of about $20 for the class of 28. Thanks in advance for all of the ideas!
Gather 28 pine cones, some yarn, glitter and glue (or glitter glue).
Let them glitter up the pine cone, attach a yarn loop--ornament!
One of the things I am doing with my daughter's kindergarten party is making reindeer food. Super inexpensive and fun. You can look it up on google.

You could give everyone black construction paper, elmers glue, rock salt, glitter, cotton balls and have them make winter wonderland pictures.
snowmen are easy to make. get a couple bags of cotton balls, some glue and some felt to cut out hat and eyes. little sticks are great for the arms. also snowflakes are fun.
you can make bird feeders
you need pine cones and peanut butter and birdseed. (that won't work if you have peanut allergies in the classroom or peanut restrictions in your school.
What about snowflakes - just plain white paper and scissors to make their own and string them around the classroom?

Edible snowmen - marshmallows for the body, pretzel sticks for the arms, jelly beans and/or red hots for the eyes/nose/buttons and licorice for the hat. Use white frosting to stick the pieces together.
For an easy game kids LOVE - go for Bingo. You can go onliine and find free themed bingo cards to print out. I've seen them with winter theme stuff in each block; instead of the letters BINGO, the blocks have snowmen, skiiers, snowflakes, mittens, etc. Be sure to have small prizes and lots of them for each round; good ones are fun, shaped erasers you can pick up at dollar stores. We almost always had bingo at first, second and third grade parties and the kids universally loved it whether the whole class played together or they played in smaller groups as they "rotated" through different craft and game stations. snowflakes !
craft - cut pipe cleaners in halves, connect 3 halves so they form a six stick star shape (twist in center), have the kids put pony beads on each side and you have a snowflake! If you want to make it an ornament have one stick being longer so it can be the hanger
food - use a snowflake cookie cutter to cut bread into shape, spread with cream cheese or butter and powdered sugar if allowed sugar, you can put other fruits into a ball shape to be snowballs, or you can create a story where the kids build their own snowman using pretzels as the arms, raisins for the mouth and buttons, craisins as the mouth, a carrot for the nose, etc.
games - guess the snowman - have one student leave the room, while they are out of the room have another student go under a white sheet. The student outside the room comes back in and has to guess who is missing. The only thing the missing one can say is "brr"
snow relay - use packing peanuts to be the snow and have a relay race where they have to move the snow from one bucket to another
read a story about snowmen, snow, etc.
teach them how to make snowflakes by folding paper and cutting it
