Urgent Craft Idea for 5Th Graders!!

I'm supposed to lead a Spring-themed craft project for this Thursday. It's for a class of 5th graders. My past efforts have been very successful, but this one has me stumped.
Here is the criteria: 1. The craft must be appealing to boys and girls. 2. It must be completed in no more than one hour. 3. It cannot cost over $4. 4. It must be able to hang over the student's desks. 5. It should allow for some personal creativity on the part of the students (the crafts shouldn't all look alike). I looked on every aisle of Michael's and I couldn't find a thing that fit the bill. Some of you craftier moms should have some ideas for me. HELP! Thanks.

Hi L.! I taught a really fun craft project for a group of campers last October. We made brown-bag scrapbooks. Hand each child 3 brown-bags each, hole punch them together on the folded ends, and supply the materials for their creations. You can also look up brown-bag scrap books online and you'll see some examples. Young and old, male and female got a kick out of this project. Please let me know if you end up using this idea. I used to do an art class for 4th and 5th graders and I got most of my ideas from the internet. Just google 5th grade art projects or craft projects and see what you come up with.

There's a cute owl project I found ... I was thinking Harry Potter-ish (not sure if kids are still into that?) It can hold a letter, maybe you can then suggest starting penpals? I know it says sewing machine but maybe there is a fabric glue that can hold the felt together just as well?

I have 6YO girls so not sure if this would be too "simple" for 5th graders...but how about having them make some kind of mobiles to dangle off their desks - use craft sticks or thin dowels, string or fishing line, and let them decide what kinds of shapes/patterns they want to dangle and they can draw/paint them and cut out of cardstock - animals, spring flowers, baseball gloves and bats, etc. Or maybe using a "garden" theme have them each use a small flowerpot with floral foam inside and stick green pipe cleaners in for dangling stems and have them think of creative spring-related things that they're "growing" in their flower pots (the goofier the better - swim goggles, soccer balls, sunscreen and sunglasses, etc) and stick pics of those things on the "stems"
