My son had tubes by 5 months after numerous infections even after being on the maintenance antibiotics for a month. So we ended up doing both.
I would go the tubes right now route.
My 5 yr old daughter had tubes put in when she was 3. Those have since fallen out and the ENT did not like the way her ear looked after they fell out. We had to switch ENT's due to insurance. The new ENT looked at her in Sept. and said that if she were to get another ear infection prior to the end of the year we would definatley do tubes and take out her adnoids. She didnt get another ear infection!! YAY! But a few weeks ago we had to take her in on the weekend to the Dr. for ear pain and she had double ear infections. They put her on Amox.clav for 10 days. She completed the medicine on a Tues and by Sat. we were back at the Dr. for more ear pain. She had another ear infection. Basically the antibiotics did not clear up the ear infection. So they put her on Cephrozil for 10 days. I called her ENT and we went in yesterday afternoon. The ENT had 2 options for us to extend her antibiotics for another 10 days then do a hearing test and see if the fluid was clear. Or just go ahead with the hearing test and surgery. I just can't see that having my 5 year old on strong antibiotics for 30 days is really a good option. We have had her allergy tested and she was not allergic to anything. So basically I wanted to see what you other mommies and daddies would do. Would you go ahead with the surgery or keep your kid on strong antibiotics for a that long?

Try chiropractic for 2 months first. It's worked for at least ten kids I know personally!
Are her adenoids enlarged? Does she snore? Or breath heavy thru her mouth at night or throughout the day? If yes I would seriously look at getting adenoids out, and you shouldn't need any more tubes especially at this age. Also go get a second opinion. I have always been against tubes after some research I did, so many times tubes are unnecessary in the long run and an easy billing for ent doctors. There is usually a secondary cause that many doctors don't want to take the time to look for, like allergies. But I am for adenoids removal.
When you did the allergy testing, was it for environmental and food or just environmental. My first thought is that there is a food or something that is causing the infections.
My son is allergic to pears. Took a year to figure that out. Had an ear infection every 2 weeks.
My daughter had 3 ear infections in 6 weeks. Realized she had been eating a ton of watermellon. Took her off watermellon and the infections stopped.
We too were faced with the tubes question for both my kids. So far, we've been able to avoid it.
