One way that we got my daughter use to sitting on the potty without freaking out, is to take her in there when I am going, then she sits on her "big girl" potty just like Mommy! She loves to try and go on her "big girl" potty! Good luck!
Today my daughter just started telling me "potty" when she needs to go to the bathroom. So far she has told me 3 times today. So I take her to the bathroom and she goes in the toilet. The problem is she is really scared of the toilet. I have a little one for her but she seems more scared of it. I don't know why she is scared of it. She goes but I she cries and is afraid. Any suggestions?

Get a potty chair or a little seat (they come in Dora and Sponge Bob at Walmart, Kmart) that sit on top or the regular toilet seat. She is most likely scared of falling in and both of these should help.
Our son was also afraid of the toilet. We bought an adult/child toilet seat at Target. It replaces the toilet seat you currently have and has an adult size seat and then you can unclip and fold down a child seat. It's nice because there's no extra potty training chair or seat taking over the bathroom. Then we gave him 5 small books (Critter-one was about going potty in the potty chair) to read only while he went potty. Then to boot, we cut a shape of a car out of poster board, hung it on the bathroom door and bought some stickers. Everytime he went pee, he got 1 sticker, everytime he pooped, he got 3 stickers to put on it. He was excited to go potty to read the books and earn the stickers and soon forgot his fears.
Hi! This may sound silly, but maybe when she goes on her little potty, you could "go" on the big potty..."You have to go potty? Mommy, too!! Let's go together!!" Then hold hands and go potty together...just until she realizes it's not a scary thing. It's awesome that your 17month old is wanting to use the potty, but if it's too traumatic for her, maybe you should wait a bit to toilet train. Or maybe she'll surprise you and get used to it really fast. You just never know at that age. Although it happened a bit later (between 2 and 2 1/2), my girls basically decided they would use the potty and within 2 weeks had toilet trained themselves! I couldn't believe how easy it was compared to my son (that took almost 2 years to successfully toilet train!). Anyway, good luck!!
