How about having them decorate flip flops?
Buttons, flowers, sequins.
This lady has lots of ideas.

So we decided to go with a birthday party at home. We are doing an ALMOST SLEEPOVER theme. So the girls are going to come dressed in their Jammies, slippers and bring sleeping bags. We planned to show a movie and have popcorn. I have other treats for them and ideas for that but am looking for other activities to keep them busy as I know they won't all sit and watch the movie so looking for other ideas to do while it is on.
Thought about a manicure station or some sort of make your own bracelet/necklace craft that they can bring home.
Any other suggestions on fun girly things that have worked before at any of your other parties?

A craft idea is usually popular with girls that age. You could always buy picture frames and let them decorate them and then take a group photo. They might also enjoy helping to make their snack - like assembling their own pizzas or making their own tacos. You could also set up your own photo booth--gather hats, scarves, funny glasses, props and let them pose for pictures individually and as a group. Put a timer out so it is quick for the next group to start. Take lots of pictures and print them out or email to the girl's mothers to share with them. Have fun!
if you have a 5 Below in your area, they have great craft kits for $5 and nail polish for $1.
We did crayon & wax paper batik t-shirts once.
Origami animals and flowers. Cootie catchers. Tissue paper leis.
Your ideas and the other responses sound great. I definately like the idea to decorate their own flip flops then they can do pedicures and show them off wearing their newly designed shoes. You could get small photo books for them to decorate and then put pictures from the party in them.
The nail polish game.. get several bottles with different colors, spin the bottle and that is the one they put on that next toe.
Make Carmel apples.. Get grannie smith apples, cut them in half and hollow them out. Then melt carmel, let it harden and cut into slices.
I would think that most will watch the movie at that age. :)
I have an acquaintance who owns a small toy store that also plans and hosts kids' birthday parties. When we were in her store last month she was getting ready to host a pajama party. One thing they were going to,do was decorate pillow cases that the girls could take home. She had plain white pillow cases and fabric markers. You would also want pieces of cardboard or tag board to put inside the cases so the markers don't bleed through.
You could also do a photo booth. Have funny hats, glasses, boas, jewelry, etc and take pictures of the girls. They could quickly be downloaded and printed while they watched the movie.
Before the movie they could tell ghost stories or read spooky stories. Ask at your library. They can give you ideas for scary books that are age appropriate.
If they are going to be there for dinner set up a pizza bar. Have different pizza toppings and the girls can make their own pizzas. You can use individual pizza crusts or even flatbread, naan, or bagels for the crust. If you aren't serving dinner you can do the same with an ice cream sundae bar-- couple favors of ice cream, hot fudge, caramel, bananas, whipped cream, and other candy of fruit toppings.
-have them make the jewelry you mentioned for sure! A hit!
-they can make their own pillows. Hve small squares ready already sewn
on 3 sides so all they have to do is add stuffing & adorn w/some buttons,
rhinestones, tassels, etc
-have them make their own "sign" for their room. All you need are small
wood plaques (buy @ Walmart or craft stores). Have them paint & glue
on rhinestones
-make their own fleece blankets. You buy small rectangles for each girl,
they cut strips & tie knots
-hv them paint sm canvases for their rooms w/bright colors
-hv them decorate wood frames
-hv them dress up w/feather boas, plastic tiaras & take pictures
-they could do a little game. You tie a string across the kitchen, then hang
donuts off of strings. They get on their knees w/hands behind their back
& try to eat the donuts.
They might just want to be silly!!!!! 7 year olds are good at that. To them, that is a lot of fun. There lives are so so,structured these days, just let them be! They will come up with things to do on their own.
Before they wind down for the movie, have a little dance party. You can get disco tunes that have dances already choreographed from Itunes...for example YMCA, Electric Slide, Macarena, Everybody clap your hands, etc. Then have an adult lead the dance...my dd did this for a party - it kept them busy and kids raved about it.
Do a funny story time. Give each girl a pc of paper which has the following sentence on the top
Once upon a time.... each girl writes a sentence and folds the paper so it can't be seen pass to next girl do same thing and pass it along. at the end After each girl has written on each paper you "read" the stories. they are funny.
you have set drop off and pick up times right? if so then just plan from there. if your doing supper, a movie, and cake/treat your almost at about 3 hours which would be the average time for a party.
They can make masks. You provide: feathers, glitter, glue, little rhinestones, sequins, etc. My girls LOVED making the masks. To save money I cut them out of poster board and we used popsicle sticks for handles.

You can make it a spa theme and do mani-pedis and even a facial mask (they make great peel-off ones or even chocolate and sell the m in single packets at Ulta). Give the girls little treat bags with mini lotions and nail polish. Also decorating pillowcases can be fun. Get fabric pens and pillowcases from Walmart. Put poster board inside each pillowcase--girls can draw on and sign each others' pillowcase.
