I use the underjams. My 2yr old is also 28lbs and in the 3rd percentile for height (i can't remember just how tall she is inches wise) They only come in S/M and are absoulity HUGE on her -- but they work and hold a LOT of pee!
Are there any overnight pullups for the under-30lb? DD is not yet 3, has been potty trained for almost a year, but still wears diapers for nighttime (and needs the overnight variety). We're moving her into a bed after xmas, and I'd like her to have overnight protection that she can get off and on herself. She's a bitty thing, under 3ft tall and only 28lbs - most packages of nighttime pullups I saw start at 30+lbs

Yes, 2t-3t overnight pullups. They can only be found in CVS. My son too is only 27 lbs. and 3 years old and potty trained. They are hard to find.
I agree with whomever suggested Easy Ups as they do seem to run smaller. Only thing is if she pees a lot the pull ups or easy ups will probably leak if she needs the Overnights diapers. I know my son's used to leak often - they just aren't made to hold as much. Also look around for the 2t pullups that come in the overnight variety.
Hi! Since you've cloth diapered in the past, you might try it for pullups - that's what we did with our tiny daughter. We used Happy Heinys pocket trainers - you can get them with or without snaps (we got the ones without snaps). Warning - sizes run large on these, so if she's at the bottom of the weight recommendation get the next size down.
Fuzzi Bunz also sells cloth pull-ups, and I've heard good reviews about those.

We use the regular pullups and they seemed just fine for night. Our little one is only 22lbs and is in a twin bed as well. They also make washable small banket type pads like hospitals use to put down and she sleeps on it directly. I beleive there are disposable ones as well.

I am wondering if you could make something yourself from sewing together 2 slightly large underwears that fit her and leaving an opening so that you could put a night-time super pad (for menstruation) in the slot between the legs? You could put them inside each other, then sew the leg holes and top to make them one underwear, but leave a few inches on the waist band not sewn so you can put the pad inside? Maybe not use the self-stick part, just slide the whole pad in? If necessary you could even sew an outline where you want the pad to stay put.
Also, when my kids were potty training I would make up their beds with several layers of incontinence pad (the large 1 yard x 1 yard kind from CVS) and a fitted sheet, another pad with another fitted sheet, etc. so that if the bed was wet at night I could strip on layer and instantly have a fresh dry bed. CVS has washable and disposable incontinence pads. Good luck.
The Huggies pull ups now have a resealable tab all along both sides, and they really do seem to unseal and reseal quite well. I don't see why you couldn't just put the pull-ups on and seal them as tight as you need for your daughter and have a little more overlap than intended. One side has the adhesive strip, but the other side doesn't have anything special on it; it seems to stick without any problem.
My daughter, who was in size 3 diapers and was under 30 pounds wore the smallest size pamper pull-ups (they had dora on them). They were fine. (She stopped wearing them about 6 months ago and is currently just 31 pounds)

I suggest pampers their easy ups fit my skinny peanut pretty good when we used to use them I do believe they make ones called underjams?
Or perhaps you could make your own out of cloth something similar to a cloth diaper like the previous person suggested.
