The first place you should start is with your child's teacher to get references for a tutor.
Secondly is the school guidance counselor. They usually have a list of tutors they can recommend.
MANY teachers tutor on the side for extra money and the guidance counselors have those lists. You just meet with a few people you choose and pick the best fit for your child.
I am in Plano ISD and we did private tutoring as a proactive measure and it helped immensely for our daughter, now a 4.0 GPA in her 2nd year of college and graduated from high school with honors.
Tutors can help children learn so many basics, how to study, reading fundamentals, etc. Back when we paid for tutoring which was one of the best investments we made... it was about $50/hour depending on the qualifications of your tutor.
Also, with Plano ISD, FREE tutoring is offered afterschool for both math and reading. You might check into that as well and see if Frisco has this opportunity. Of course, that tutoring is in small groups but still... it is an opportunity to improve.
