Fairly new to Raleigh, I think they have a great park system but not alot of playground areas for toddlers. Am I missing them? My daughter is 2 1/2 and loves to climb.
N., We relocated here 6 months ago. (My son is 2 1/2 also)Our favorite park is Lake Benson. It has walking trails, a few playgrounds, turtle pond, and an area of the lake where kids can wade in if it gets hot. They also have pavilions and very nice, clean bathrooms. Where in Raleigh are you?
My 2 1/2 year old likes Durant Nature Park, Honeycutt Park, Cedar Hills park (this one is shaded!), Shelly Lake (nice lake to walk around with ducks and geese to feed), and Williams Park.
Pullen Park is awesome for toddlers (and adults, too). They have a toddler playground there as well as a playground for older kids. We take my 3yo there regularly. He loves the train, carousel, boats, pond, etc. They have a lot of open room for children to run and blow off energy. It's on the corner of Western Blvd and Pullen Dr. over by NC State University.
If you live closer to the downtown area, Mordecai Park is a family favorite. Pullen Park is also great. The train and carousel should run for a few more weeks.

Not sure where you are located, but here goes the places my almost 3 year old likes:
Park next to Lynn Rd. Elementary School, I think it is called Williams Park, not sure; but it even has a canopy of parts so they are not too hot.
Laurel Hills Park
Pullen park, different areas offer different activities, but they are going to close soon to upgrade.
Lake Lynn community center; has chance to go to an open gym one day during the week during the winter and spring months; they also offer little kid sport groups for short 4 week or so sessions just for introduction to group play.

A couple that we really like are Laurel Hills off of Edwards Mill - they have a wonderful wooden castle to climb on with slides. Another is in Cary not far off of Tryon Road - called Kids Together. There they have 3 areas to play ... two that are great for toddlers ... and they have a giant sea serpant "swimming" through the hillside that is always attractive to the little ones.
