I like to get things that won't be sitting around taking up space later.. lol Things like a gift card to a restaurant or other event/fun thing to do. For Mother's Day this year I got my mom some bird seed & squirrel feed. They have a large window in their living room that looks out to forest. She has a few bird feeders out there so they can sit & watch. So I've given them something simple to enjoy, but they don't have to figure out where to keep it amongst the tons of other stuff they have in the house :)
If he lives here, take him on a VIP tour of Cowboys Stadium. Fun, interesting and inexpensive. Good luck!
We are in the same boat. We do pics of our girls all the time so this year we got a personilized licence plate frame. It has our girls name on it and says I love Grandpa. Something different!
Not sure what your father in law likes, but if he's into sports, maybe a game ticket with his son or if you can afford the whole family to go do that. I like the family picture idea... think about his hobbies, what does he like?
Write a poem. Doesn't have to be all perfect and professional.
Written in your own hand, or your child's.
Then frame it.
Your child could also draw a little picture on it.
One of a kind, heartfelt, and special, and irreplaceable.
And put the date on it.

We had a picture mosaic made for my in-laws. My sister in law uploaded pictures from both of their lives and all the pictures made up on big image of them. They loved it.
Also, for a cheaper option, or if you are short on time you could go to walmart.com and have a hard cover photo book made.
Hi, I am not sure where you live in Texas, but I live in New Jersey and get my photos taken at Picture People, I looked on their website www.picturepeople.com and found that they have several locations in Texas!
They take beautiful photos that are ready to take home with you in an hour!!!
For Father's Day this year I purchased my husband and Father in Law an 8x10 portait of the kids that came framed with a mat that said Worlds Best Dad and Worlds Best Grandpa (they can change the wording on the mat)!
They both loved it and were so suprised!! It cost $60 for both and I had a 25% off coupon. Their coupons are also on their website. My father in law is also sooo hard to buy for and this was very easy and inexpensive but looked like it took so much time and effort! Don't worry about it being past Father's Day either they always have the digital mats available!!

When giving to people that can buy themselves any gadget they want, I always go for the tears. Go for the sentimental stuff. Hard to suggest what exactly, not knowing anything about him. Too late for a family portrait, but maybe you could buy a Family Tree from Hallmark and put pictures of all his kids and grandkids on it. Or just a beautiful framed photo of him and your husband or him and the grandkids. Frame something of his from the past - say if he was a war hero or played in a band or something special. You could do a shadow box of memories and include newspaper clippings of him. If he was in the services, you could put together some memories of that. We took old cassette tape recording from my father in law when he was in a band and had them cleaned up and put on cds. This year for fathers day I gave my husband and his son a tour of Cowboys Stadium. They said 8-80 yr olds all loved it and were having a ball.
Compile him a photo album if you can, of all his children as babies growing up and then add the current generation from birth and up, make him a gift out of memories, something that cannot be bought.
Whatever his favorite hobby is....try taking him on an outing doing this hobby or just buy him gifft certificates to his favorite outing if applicable.
If your FIL likes beer, we got the neatest thing from Red Envelope for my husband - a leather beer holster. Leather, very nice, quirky and a fun thing. Also, a funny tie to Texas or any "old west" lover.
We got my dad a talking photo album. He said that it was the best Father's Day gift he has ever gotten. You can record a message on each page of the album. My kids had a message for each picture and it was so cute! I got it from Amazon.
