Don't panic! There are several party venues in Richmond offering exactly the sort of set-up you are looking for.
Two that come immediately to mind are Chat N Play Cafe and The Playroom. Chat N Play is designed to serve meals to adults while very young children make use of the play area -- which seems to be exactly what you are describing that you need.
The Playroom has a very large area in which children may play and you are allowed to bring in refreshment for the adults. The Playroom has two locations now, and may be more convenient depending on where your live. But both Chat N Play and The Playroom offer opportunities for unstructured play that would be appropriate for children the age of your daughter, who will be too young to follow a party program.
I would tend to recommend these facilities over the larger, inflatable play centers like Kanagroo Jac's or Inflation Nation just because your daughter is so young this year. An exception might be to stage the party at your home and arrange to have the Fun Bus come to you, so that your group of young children would be the only ones in the play area. These buses are equipped with tunnels, tumbling mats and crawl spaces for little children to explore.
Pick up a copy of this month's Kids Directory (a free booklet) at your local grocery store to see advertisements from many local businesses offering birthday parties. Some may have coupons, too!
I agree with you that your daughter is a little too young to enjoy a Princess party this year, and hope that you will be able to stage a fun and age-appropriate event at one of these locations and save the Princess party for two more years. My own party business, The Party Fairy, stages adorable Princess parties for little girls in an elaborately decorated setting with castles, gardens and magical unicorn caves filled with sparkling treasure -- but I recommend these parties for ages 4 and up for maximum enjoyment of the very structured and detailed format, which is all story-based. We also stage fairy and mermaid-themed dress-up parties for little girls.
We do offer a Fairy Picnic that is highly enjoyable for little girls turning 3, in which little fairies fly out of the trees to join girls having a picnic in our enchanted Willow Glen, so you might want to consider that for next year.
