It's about this age when curiosity in that sort of thing happens. It's probably not a big deal, but since they can't be trusted to keep their flies zipped, it's time to make sure they aren't unsupervised for a while.
My 6 yr old son and his 4 yr old cousin keep getting caught with their pants down, literally! They both seem to have a lot of interest in each others privates but they don't do this with other kids. We have tried to tell them that it is ok to be curious, but other peoples privates are off limits. Not sure why they are so fasinated with each other and how to persuade them to stop.

One mother suggested in a different question that you should perhaps start punishing for disobedience if you've already told them to stop. Curiosity is fine, even normal, but if they've been told enough is enough and they continue then it is an issue of obedience. Your six year old should be old enough to understand the concept of privacy.

I agree with A.C. it's a pretty normal stage and I also think you need to keep a closer eye on them when they are together...just for awhile, just too be safe!
