Do you have a small or large carpet cleaner. We re-wet ours and then sucked up all the water/milk mix from the pad. Seemed to do the trick. We didn't use any of the soap mix just water.
The milk that was spilt by my 1 yr old in her pack n play last night is about dry but what should I do to get it to go back to being soft like it was before the spill instead of the fabric being hard? We still use it daily for naps.

Warm water with a little laundry detergent. Then use a scrub brush where it was spilled. Even if it's already dried into the fabric and already has that horrible stench, this will help. My daughter spills her milk on the couch occassionally and I use this method with great success.
Have you checked the manufacturer's website to see what they recommend? I'm guessing that they have a 1-800 customer service number in addition to FAQs and have heard this question MANY, MANY times.
In our case, we bought a sheet (we have a Graco Pack-n-Play and purchased their sheet) to protect the bottom of the pack and play.
The biggest issue may likely be the milk spoiling before it dries. I'd recommend some kind of vinegar solution (pending the advice of the manufacturer) to see if you can neutralize the order.
Just use warm soapy water to wipe up the milk. If you get all the milk up, the pad should dry soft.
Run a fan over it? I'd go get a pad cover. We have a really soft one from Babies R Us, I think Koala Kids makes it. Anyhow, you just take it off and wash it whenever needed.
