My baby is the same age and doing the same thing. I read that the numbing teething medication actually can numb the wrong area increasing the risk of the child swallowing their own tongue... so I avoid them! I just massage his gums with clean fingers and douse washclothes with distilled water and freeze them for him to suck/gnaw on. He's been enjoying that and we've avoided medication thus far. I also read that it's best to avoid the gel filled teething rings because they might leak and there are so many toxins in plastic. You might want to look into a more organic method like a wooden teether. Our pediatrician told us that just letting him chew on his own hand was fine though, so we've been sticking with that! It depends... every child tolerates pain in a different way. Good luck!!!
