She was snotty but it was clear and no fever. She got the shot yesterday and the only time she isn’t fussy is while breastfeeding but she is wanting to stay on it and if i try to take it out of her mouth she fusses! Is it normal for her to be this way after a steroid shot?

Yes, she doesn't feel right and wants comfort. Steroid shots can cause babies to be fussy and unable to sleep. In my experience, the effects wear off in about 24 hours. I hope she feels better.
ETA: My experience is with a steroid shot given to a baby for croup. In this case, fussy and unable to sleep were the normal steroid side effects, but any additional trouble breathing required immediate attention from the ped or, if after the office was closed, the emergency room. If she's breastfeeding, that's a good sign because a baby who is struggling to breathe often won't nurse. A call to the nurse line at your ped's office for reassurance is also perfectly reasonable.
I would call your pediatrician and ask him/her. It's important for your ped to know what's going on and be able to ask you questions and make sure that what you are seeing is all within the scope of "normal."
That being said, a steroid shot is, I believe, adrenaline to get something out of your child's system. Giving your child adrenaline is most likely going to cause their hear to race and them to feel agitated. So I suspect this is actually quite normal, and it will just take your daughter some time for her system to be back to normal.
But please do call your ped, just to be safe. You would hate to take my completely unprofessional advice and not address an important health question with your doctor.
ETA - Our son was 3 or 4 months old when he received a steroid shot. It was for croup. Just saying, there really are reason for a 4 month old to get a steroid shot.
He's 11 now, so those few days are very fuzzy for me. But I do remember he was not a happy camper for a couple of days at least.

You can't be a human pacifier for her. It will make your nipples crack and bleed if she keeps this up. The nurse can give you advise about what to do to help.

Well it's hard to know if she's fussy because of why she had the steroid shot in the first place or if it's a reaction to the shot.
I had one for a reaction to poison ivy (same as B) and just felt immediately better - but babies react to shots of course, differently than adults do. My babies always reacted to shots - but the doctors advised us of this before we left, and told us what to expect.
If they didn't cover this with you, place a call in to the nurse and just ask. That's what I would do. Good sign she wants to feed. Mine were always fussy and wanted extra attention after being sick.
It very well may be "normal" because steroids make you ravenously hungry! Most people gain weight when on steroids. I definitely would call the doctor. Better safe than sorry!

I know from experience when I get a steroid shot, it is not the most pleasant experience.. the injection site hurts and it can keep you from sleeping.

I don't recall feeling hungry or yucky from it.
Kids can be snotty for no particular reason - a humidifier can help with that.
I'd say she's having some stress - don't know if it's from the shot but it's more likely to be from what ever she needed the shot for.
If the shot didn't relieve her problem, maybe she's still experiencing the initial problem.
She wants comfort and at this age that means breast.
See if she'll take a pacifier but keep monitoring her for developing symptoms and keep in contact with your pediatrician.

3. If she wants to SUCK on something - give her a pacifier.
4. If she's fussy after breast feeding? You might not be getting a good let down and not giving her enough milk. This is the age of a big growth spurt. She will need more milk. Not sure how much you are getting? Pump it out and then put her back on the breast. IT will cause your body to produce more milk and she'll get the hind milk which has more fat in it.
