My 5 yo girl is OBSESSED with a book I got her for Valentines called, "The Day it Rained Hearts" by Felicia Bond. She gets so wrapped up in an imaginary world with this book, I just love it. It was the best $6 I've spent in a VERY long time!
We have dozens, perhaps hundreds of books. But some of them will have to be retired as too babyish soon. What are your 4 year old's favorite books? Mine loves any Winnie the Pooh stories (though she loves ANY book), I love How do Dinosaurs say Goodnight.

Definitely Dr. Seuss... and don't forget about non-fiction. My girls are 6 and 3 and they love books with real photos and info about animals, human body, space, etc. I don't know if you have a boy or girl, but mine also like books with their favorite characters: Fancy Nancy, Strawberry Shortcake, etc.
What about taking her to the local library? This way she can get all kinds of different books. You didn't mention if she can read already? We loved Dr. Seuss and the bears (with Mama, Papa, Brother and Sister).
My son loves all the "How do Dinosaurs" books, we have the Good Night, Say I Love You and Eat their Food ones. He also likes alot of the Dr. Suess books and right now Corduroy is his favorite before bed.
Dr Seuss is great for 4-5 year olds! This is the age when they will start learning to read and these are perfect for that. They have the easy words, many sight words and the repetition the beginner readers need. They're fun, memorable, and have great graphics. My trio reads these and are 6 in kindergarten. Go Dog Go was my favorite as a kid and even my slow reader reads this particular book. I bought two books that have 6 book collections in one! Saves money buying them like that and they're great!

IF they want to read themselves the Biscuit books about the dog are good.
Don and Audrey Wood are my fav authors, King Bidgood's in the bathtub and The Napping House are Fab.
Kevin Henkes is a great author, and really rights about alot of things kids this are are going through. Chrysanthum about teasing, Wemberly Worried, Lilly's Purple plastic purse, Julian baby of the world. I really love his books.
Jan brett has some neat books.
We love books on CD, John Lithgow the actor has a few we've almost worn out the CD for the book the Run away Pancake.
And i happen to like the Skippy john jones books myself because i think theyare so funny, My library has them on CD too.
I actually downloaded a few on my MP3 and some times my kids listen to that when we are stuck at a drs office, or if they get antzy when i'm shopping.
Definitely Frog and Toad and Dr. Seuss. We've also branched out with The Wind in the Willows, which has excellent illustrations in addition to fun stories.
We like Fancy Nancy and Pinkalicious series.

Charlotte's Web (reread it yourself first, the first chapter is brutal)
For books we read to them, mine love the Magic Treehouse series with Jack and Annie, Franklin the Turtle books, anything by Dr. Seuss, anything by Julia Donaldson - especially The Gruffalo, and anything by Mo Willems.
For books they are starting to read themselves, they like stuff by Eric Carle, Sandra Boynton -- a lot of the books that we read to them when they were smaller.
My four year old like Curious George and some of the Beatrix Potter books. He also likes Frog and Toad. He also likes book versions of the Disney/Pixar movies. Also, try the library and talk to the children's librarian.
