I agree with the 2 previous posters. However, my cousin was in Canada and had her son there. She was trying to escape an abusive relationship. She took a bus here the the US. She knew they would ask her for a notorized letter from the baby's father but she took her chances...that's why she took a bus--figured it would be more low keyd. Anyways, they didn't ask her for the letter so she was able to bring her baby here (she is a US citizen). Once here after about a month the cops came knocking on her door and she had to hand over the baby. She did go back to Canada to fight for custody. Rules are rules but they aren't always followed. He cannot legally take her to Mexico. For a parent to take their child out of the country they have to have the permission of the other custodial parent. (Even when married)
If she's really concerned he would do something like that - why is he still a boyfriend and not an EX boyfriend? If he was an EX she could set up a legal custody agreement with her as the primary care, that would also protect her from him being able to take your sister without permission.
We still have family in Mexico and my mother would take us. She had to have our birth certificates and a notarized letter from my father saying he gave her permission to take us. If the boyfriend tried to go through customs without the papers, they will not let him. However, if it did happen...I do not know how easy it would be to get her back.
