2nd grade. I get lots of flack from my older kids asking what's the point of it since they have to use the computer for all of their reports.
Keep some of those papers with their first handwriting. It's amazing how it changes over time.

Second grade usually depending on the curriculum in the school. If you are going to start early find out what program the school uses unless you will homeschool then they suggest choosing one. I read the comment about the high school teacher that does not see any of her students use cursive. I am a specialist in middle school and middle schoolers avoid it too. My studens from other countries (which are 75%) don't write in cursive...(so, do you stop and teach all of cursive in middle school?) I would have assignments that they need to use it for practice that would be useful for the realworld situations like signatures and writing a professional notes when you don't have a compter to type!

At our school it is taught in 2/3 grades. We use "Handwriting without Tears" program for cursive.
My kids were introduced to it about the middle of 2nd grade, practiced more in 3rd and had to use it for spelling lists and such in 4th. If your 7 yr old is good at writing her block letters, it might be a good time to introduce the cursive form. You can see what she thinks of it. Girls seem to like it more--must be teh curves or something. And I agree with the high school teacher. Once they get to HS they seem to hardly ever "write" anymore. My niece has to type all her papers.
I'm not certain but I can tell you this: I teach high school and NONE of our kids write in cursive anymore. It seems a little strange to me, but I honestly can't remember the last time I saw cursive writing in a paper or on an assignment.

In our public school district, they begin the second half of second grade and spend a few weeks in third grade. I thought it was dumb until my son was taught - it turns out that it's easier for him to write and take notes in cursive. His OT said that it works that way for some kids who have neatness issues. Just an interesting little factoid. I don't think they get much practice in it after it's first taught, though. (unless they choose to use it.)
Our school it just changed from 2nd to 3rd grade. However, once it is taught, it is seldom actually used. I know they are considering not teaching it, because with electronic communication and so much being typed, etc. there is minimal application for it.
